By the way, as far as I know the German Postbank is treated like any other bank and not subsidised. Deutsche Bank recently bought a large chunk of Postbank from Deutsche Post.

As long as the state is involved you will have at least implicit guarantees. Robert Anderson in his book "Just get out of the way" (http://books.google.de/books?id=yRs2Ms3918QC&lpg=PA1&...) treats this topic extensively.
