We're 4 months later, a century in LLM land, and it's the opposite. Not a single other model provider asks for this, yet OpenAI has only ramped it up, now broadening it to the entirety of GPT-5 API usage.
Either they want the data so bad or they vibed the legal requirements. When I pay online in my country I have to identify myself with a digital id that is legally valid for a lot things. Anything from bank and stock transactions to tax declaration and even accessing medical records.
