Google shopping results are search ads with pictures. Every single listing is paid to be there. They're literally set up in the same place that the rest of Google ads are. EU wasn't able to distinguish this so they slapped them on the wrist.
Amazon isn't promoting sponsored products, they're promoting their own. That would be like Google only showing Pixel 4 as a result for "buy smartphone".
